Searchers looking for a family of four whose SUV plunged into a Northern California river have found the body of a woman believed to be from the vehicle, authorities said Friday. A neighbor of the Harts in Woodland, Washington, had filed a complaint, saying the children were apparently being deprived of food as punishment.

'When I had my youngest, they reassessed my benefits and told me that I was only going to be awarded 50p per week for housing benefit, ' she said.
