Rajya Sabha adjourned for the day amid ruckus by TDP, AIADMK

As soon as the House met at noon after the first adjournment, Members from Telugu Desam Party, All India Anna Dravida Munnetra Kaghazam, Yuvajan Shramik Ryuthu Congress Party, Telangana Rashtra Samiti and All India Trinamool Congress, trooped into the Well, raising anti-government slogans and displaying placards.

The Opposition parties, including the Left, Congress, RJD and NCP, submitted the memorandum to Lok Sabha Speaker Sumitra Mahajan on Tuesday, expressing their strong Opposition to the government, and demanded her intervention to protect the rights of MPs.

The house was scheduled to take up the key Finance Bill 2018 and Appropriations bills for FY 2017-18 and 2018-19.

In Lok Sabha, the members from the Congress, the Trinamool and some other opposition parties protested against the banking fraud committed by Nirav Modi and his associates, while the TDP and the YSR Congress demonstrated for special status to Andhra Pradesh.

Both the Houses of Parliament have failed to transact any business since the beginning of the second part of the Budget session of Parliament on March 5. If we were not ready for a discussion, why would we give a notice?

Several opposition parities including, the Congress and the TMC raised the similar issue in Lok Sabha as well.

If the government is trying to reach out to the opposition parties in any manner, they are neither talking about it nor is any move visible.

"These are government-sponsored agitations", he alleged. "Let us raise the level of debate". Naidu said "people are being impatient and (protests) show Parliament in poor light". Stating that the Chair is willing to allow discussion effectively as per rules and traditions, Mr Naidu again appealed to them to put an end to the stalling of proceedings.

Earlier in the morning, the BJP parliamentary party met and issued a whip to party MPs to be present in Parliament for the next two days while hitting out at the opposition for "not allowing Parliament to function".
